Palmer Sullins, Jr. was one of the founding members of BPA and Treasurer for seven years. He is a Senior Accounts Manager, Pilot and Oilfield Chemical Sales Engineer for X-Chem, Inc. With over 22,000 hours of flying, he credits his success in aviation to Chief Charles A. Anderson, Chief Flight Instructor for the famed "Tuskegee Airmen" who took him under his wing in Tuskegee Institute, AL and showed him the way at the early age of nine.
He retired from the military at the rank of Colonel, on September 9, 2001 after serving thirty-three years of dedicated service. His last assignment was Commander of the 204th Air Traffic Services Group. Command responsibilities included command of all aviation units in the Louisiana Army National Guard and Air Traffic Services Units (ATC) located in thirteen states. He served in that position for three years with distinction. As Commander of the 204th ATSG, he was the highest ranking African American Major Command (MACOM) Commander in the history of the Louisiana Army National Guard.
Palmer was elected President of Black Pilots of America, Inc. in August, 2004 and elected to a second three year term in August 2007. He will serve in that office until January, 2011. His focuses for the future of this great organization includes positive committed leadership, effective Board, Chapter and Executive Committee communication, effective chapter networking, national and international recognition, chapter growth and improved member relations, committee follow up, new chapter development, young member participation, past member recruitment, Summer Flight Academy support and effective fundraising.
